In accordance with the requirements of Section 213 of the Environmental Planning and Assessment Regulations 2021, Council hereby advises that it is exhibiting for public comment the draft Greater Hume Council Section 7.12 Development Contributions Plan 2025 which if adopted will apply to the entire Greater Hume Council area except land that is subject to a Section 7.11 Development Contribution Plan. In accordance with Section 215 of the Environmental Planning and Assessment Regulation 2021 this is a subsequent plan to the Greater Hume Council Section 7.12 Development Contributions Plan 2023 which replaces that plan.
The Draft Plan will assist Council to provide public infrastructure that is traditionally the responsibility of the local council by enabling the imposition of conditions on relevant development consents and complying development certificates requiring payment of a contribution pursuant to Section 7.12 of the Environment Planning and Assessment Act 1979. The infrastructure includes roads, storm-water drainage facilities, open space and recreation facilities and community infrastructure.
What Will Change?
Updates to the plan include:
- Revised Works Schedule – The works schedule has been updated to allow for greater flexibility in selecting projects eligible for funding under the Plan and to broaden the scope of areas where expenditures can be directed.
- Updated Administrative Arrangements – The administrative framework of the Plan has been revised to ensure alignment with current legislative requirements and to support the implementation of the updated Plan.
The Draft Plan is available for viewing and comment for 28 days from Monday, 5 May 2025 to Tuesday, 3 May 2025 on Council’s website and at Council’s offices at:
- Culcairn, 40 Balfour Street between the hours of 8.30am to 5.00pm - Monday to Friday.
- Holbrook Library, Library Lane, Bowler Street, Holbrook between the hours of 8.30am to 5.00pm - Monday to Friday.
- Jindera Community Hub, 83 Urana Street between the hours of 8.30am to 5.00pm - Monday to Friday (closed 1.00pm to 1.45pm).
- Henty Office and Library, 32 Sladen Street between the hours of 11.00am to 5.30pm - Tuesday to Friday (closed Monday and Tuesday to Friday 1.00pm to 1.45pm).

In accordance with Schedule 1 Part 1 Division 1 Section 6 of the Environmental Planning and Assessment Act 1979, Council invites community and stakeholder input prior to Council finalise the Policy.
To make a submission please complete a 'Have Your Say' form, located below, by 5pm on Tuesday, 3 June 2025.
Council advises that any submission you may make will be considered a public document, unless privacy is specifically requested. If a submission is made objecting to the Planning Proposal, the grounds of objections must be specified in the submission.
Under Section 10.4(5) of the EPA Act 1979 a person who makes a relevant public submission to a council in relation to a relevant planning application made to Council is required to disclose the following reportable political donations and gifts (if any) made by the person making the submission or any associate of that person within the period commencing two years before the submission is made and ending when the application is determined:
- all reportable political donations made to any local councillor of that council.
- all gifts made to any local councillor or employee of that council.
A reference in sections 10.4(4) and 10.4(5) of the Act to a reportable political donation made to a “local councillor” includes a reference to a donation made at the time the person was a candidate for election to the council.
